Okay, so this party hat was super easy to make!! Totally a beginner project!
below I have listed out all of the supplies that I used and/or a similar item for this birthday party hat.

BIRTHDAY PARTY HAT SUPPLIES :
Walmart has cheap party hats - $1.47 for a pack of 8
CAN'T BEAT THAT!!
All I did was take one of the party hats, unfold it, and lay it flat on my white checkered paper (see below for print out).
Then, I outlined the party hat on my paper, cut it out, & glued it to the party hat using a glue stick.
SERIOUSLY, SO EASY!
(you can use whatever paper you want to wrap your party hat &/or fabric!)
I used the second to largest pom-pom maker to make this pom,
then hot glued the pom to the top of the party hat.
I also hot glued pom-poms to the tops of all of the party hats and placed them on stuffed animals around the house
I used glue dots to secure the ribbon to the bottom of the party hat
I was going to use my cricut to cut out this 2, but then my cricut was on the fritz,
so I ended up just printing out the 2 (see below for print out), cutting it out,
tracing it on the felt and cutting out my felt 2.
Then I used a glue stick to glue the 2 to the party hat
